Get licensed: All businesses on statewide contracts must be registered with the Washington Secretary of the State and Department of Revenue. Some businesses need a license from the Washington State Department of Licensing. Requirements vary by business and state of residence.

Graduate Program Inbound Marketing Services

Eastern Washington University (“EWU”) is requesting proposals from highly specialized marketing firms to provide comprehensive inbound enrollment marketing services for its graduate portfolio. The primary objective is to leverage data-driven digital strategy, high-value content development, and targeted paid media to systematically generate high-quality graduate student leads. The University seeks a partner who can move prospects through the entire recruitment journey—from initial awareness and inquiry to application submission and final enrollment.
 
The graduate program landscape has become increasingly competitive, and EWU is committed to establishing a sustainable, full-funnel marketing infrastructure to drive long-term enrollment growth. Because EWU’s graduate programs have not been subject to a centralized, strategic marketing effort in recent years, this contract represents a pivotal shift toward a modern, “pull-based” recruitment model.

Student Experiential Learning Placement Tracking Software

Eastern Washington University (“EWU”) is requesting proposals for a robust software solution designed to manage student experiential learning placements as a part of the curriculum for certain programs. EWU’s College of Health Science and Public Health (CHSPH) and the College of Professional Programs (CPP) each place a significant number of students in experiential learning settings. CHSPH and CPP are looking for a robust software solution which will, at a minimum, facilitate the placement of their students and manage the various onboarding tasks and ongoing supervision requirements. The colleges also seek a robust solution for effective curriculum and accreditation mapping. These tasks and requirements may vary based on individual participating program needs.

Psychiatry Services for EWU Counseling & Wellness Services

Campus Master Planning Consulting

EWU is requesting qualifications from qualified firms to develop a Comprehensive Campus Master Plan (CCMP) for Eastern Washington University’s (EWU) Spokane and Cheney campuses. This solicitation is seeking qualifications from consultants who are experienced in the planning, development, and assessment of higher education campuses.

EWU, through a consultant, has completed review of the current status of its facilities through a facility condition assessment, space utilization assessment, and campus suitability analysis. EWU is prepared to move into the forward-looking phase of the campus master planning process and is seeking a consultant to lead this process. The goal of the CCMP is to assist EWU in campus planning over the next ten years. EWU is looking for the consultant to engage in a series of campus discussions to create dialogue about how EWU’s physical campus can best serve EWU’s strategic plan and student success.

EWU is not looking for the consultant to conduct a facilities condition assessment, building predesign, or to develop a sustainability or decarbonization plan. The consultant will be provided with studies already complete in these areas. Items to be incorporated as part of the final CCMP shall include the separate but related studies and analyses listed below.

BANKING SERVICES

Document: RFP 25-CTR07; Exhibit B – Fee Questionnaire; Question and Answer Addendum

The purpose of this Request for Proposal is to solicit proposals from qualified financial institutions (“the FI”) interested in providing banking services to Eastern Washington University (the “University”). The University is requesting the FI to submit proposals to provide banking services for a six-year period with two (2) additional optional two-year periods. Total contract period not to exceed ten years. Fees shall be guaranteed for the initial six-year period. After the initial six-year period and before each optional two-year renewal period, fees and terms may be negotiated, if mutually agreeable by the University and the FI.

In fiscal year 2024, the University had $342M in cash inflows and $338M in cash outflows with daily transactions regularly exceeding $1M. The selected FI must be able to handle this volume of cash flows. The University expects the selected FI to provide leadership in the development and implementation of new technologies related to banking services throughout the term of the Agreement. The FI offering Proposals must describe their ability to perform the services outlined in this section, including product samples. The FI wishing to provide alternative solutions should demonstrate why their solution is a more efficient, cost-effective, or secure approach to the requested services.

KEWU Broadcast License

EWU is looking for radio stations that may be interested in purchasing KEWU’s FCC broadcast license. KEWU-FM is a non-commercial, educational radio station that serves the Inland Northwest. KEWU-FM broadcasts at 89.5 megahertz at 10,000 watts on the FM band. EWU is engaging in a competitive process to solicit bids for purchasing the KEWU broadcast license. The key dates in this process include:

  • November 18, 2024-: post information on EWU website
  • November 18, 2024- January 31, 2025: answer questions from potential bidders. Bidders who have questions about this opportunity should submit questions to ascharosch@ewu.edu. Questions will be answered directly and answers will be posted on this website for other potential bidders as well.
  • January 31, 2025: closure of question and answer period
  • February 1- February 10, 2025: bidders must submit a bid/proposal to ascharosch@ewu.edu no later than 5:00 p.m. on February 10, 2025.
  • February 11-21, 2025: EWU will evaluate the proposals received
  • February 24, 2025: notification of winning bidder and negotiation of purchase agreement

State Contracting Opportunities & Open House

The Washington Department of Enterprise Services hosts a monthly virtual information session for businesses interested in working with Washington State agencies.  The sessions include a variety of topics, including: an introduction to state contracting; how to find upcoming contracting opportunities; where to get technical assistance; where to find additional training; and offer time and opportunity for questions and answers.  Sessions are offered on the third Thursday of each month, from 3 – 4 p.m. Details about these sessions and other events can be found on the the DES Events Website.


The State of Washington hosts events, provides training, and works with small and diverse business communities to connect them with tools, resources and statewide contracting opportunities.
