Strategic Resource Allocation

SRA is a process by which to examine the ways our resources are being invested and addresses all institutional costs that will provide a plan to rebuild EWU financial health and sustainability.

SRA Overview

The overall approach to strategic resource allocation (SRA) entails a systematic, collaborative, and transparent process to examine the ways resources are being invested. The process is modeled after Robert C. Dickeson’s book Prioritizing Academic Programs and Services (free access through EWU Library), and used to address all institutional costs—both academic programs and university services.

Eastern Washington University’s SRA Process

EWU began the SRA process in December 2022 to examine the ways in which our resources are being invested and address all institutional costs to improve EWU’s financial health and sustainability. As a regional comprehensive university, it is EWU’s goal to ensure that our academic programs are best aligned to meet regional workforce needs, and our university services aligned in such a manner as to ensure the student experience is meaningful and campus resources are efficient and effective.

The SRA co-champions and the appointed Facilitation Team have supported the work of the University Services and Academic Programs task forces, ensuring the process has been transparent, fair, and conducted with an institutional mindset.  

Following a review of submitted templates for all academic programs and university services, the task forces will submit a final report of recommendations which places each program and service into one of five quintiles – invest, maintain, streamline, transform, and disinvest – using a forced distribution based on budgetary value. The report will be available for public viewing on Dec. 6, with feedback open on Dec. 7, 2023.

Once the feedback period on the final report has ended, the SRA process has concluded. University leadership will review the recommendations and create an implementation plan.
