What can we expect to see in the ‘disinvest’ quintile? How many programs?

The quintile system is an organizing structure to ensure that each category option is utilized throughout the process. It represents a forced distribution with an equal amount of budgetary value for programs/services being distributed to each category. There is no way to know until the final report is published how many programs/services are placed within each quintile.
