Explain how the quintile system works.

The quintile system is an organizing structure to ensure that each category option is utilized throughout the process. It represents a forced distribution. Consultant Larry Goldstein suggests an equal amount of budgetary value for programs/functions being distributed to each category. Programs in each quintile will not be ranked.
